Tonbridge & Malling Borough Council is exploring a potential change in management for Haysden Country Park, with the site possibly being handed over to a specialist leisure provider in the future.
The council has approved a recommendation to commission a full cost-benefit analysis to determine whether transferring the management of the park to the Tonbridge and Malling Leisure Trust would secure its long-term future. Officials have stressed that no definitive decision has been made at this stage.
Securing Investment Ahead of Local Reorganisation
The proposal comes as the council evaluates methods to improve long-term investment for the 160-acre public asset. This review is set against the backdrop of upcoming local government reorganisation, which is scheduled to take place in 2028.
Council leaders have assured the public that any options examined will strictly focus on maintaining free public access, delivering high-quality community services, safeguarding the natural environment, and supporting ongoing environmental stewardship.
Haysden Country Park holds a significant status within the community, having achieved the prestigious Green Flag Award for 20 consecutive years. It is also recognised by Natural England and designated as a Site of Nature Conservation Interest, highlighting its dual importance for local wildlife and public recreation.

Trust Expresses Early Interest
The Tonbridge & Malling Leisure Trust, a not-for-profit organisation, has already expressed an early interest in the proposal. The trust is already a key partner for the council, managing several major local facilities including Leybourne Lakes, Poult Wood Golf Centre, Larkfield Leisure Centre, The Angel Centre, and Tonbridge Swimming Pool.
Councillor Des Keers, Cabinet Member for Community Services, emphasised the preliminary nature of the discussions.
“It’s very early days and no decision has been made. We know that Haysden Country Park is treasured by the people of Tonbridge and beyond, which is why we are exploring whether a different management model, working with a leisure specialist, would be a more effective way to maintain environmental standards, maintenance, accreditations and concessions at the park.”

He added that the current process is strictly about understanding available options to ensure the park continues to be maintained to high standards for generations to come.
Next Steps
The council will now proceed with commissioning the comprehensive cost-benefit analysis. The findings of this report will be shared with relevant stakeholders before the matter is brought back to council members for further consideration.
