Engineers and specialist survey teams are set to arrive at the Sovereign Way Mid Car Park in Tonbridge on Monday 12 and Tuesday 13 October to carry out critical site investigations.
The scheduled two-day operation involves digging targeted boreholes and test trenches across the site. These samples will provide essential technical data regarding ground conditions and enable archaeologists to verify whether historical artifacts or structural remains lie beneath the surface.
Local officials have stressed that this work is purely preparatory to satisfy essential planning requirements and does not mark the official start of construction on the site.

A Landmark Vision for Tonbridge Leisure
The survey work supports proposals for a state-of-the-art replacement for the existing Angel Centre, which has served the community for more than 40 years. The £20 million redevelopment project aims to replace aging infrastructure with a highly sustainable, energy-efficient hub targeting a BREEAM “Excellent” environmental rating. Key features proposed for the modern leisure complex include:
- Expanded Fitness Facilities: A multi-level gym, a dedicated spin studio, and an “Active Wellbeing” suite featuring power-assisted exercise equipment tailored for older adults and physical rehabilitation.
- Family & Youth Amenities: An expansive children’s soft play area alongside flexible party rooms.
- Community Hub: A central café and social space, multi-purpose meeting rooms, and improved accessibility throughout the premises.
- Sustainable Design: Integration of air-source heat pumps, solar panel arrays, and living green exterior walls designed to blend into a new riverside linear park.
The scheme forms the focal point of the broader East of High Street Masterplan, which ultimately seeks to revitalize underutilized town center land by introducing new housing, public open space, and improved links to the River Medway.

Community Reassurance and Next Steps
Addressing the upcoming site activity, Councillor Adem Mehmet, Cabinet Member for Infrastructure and Tonbridge Regeneration, emphasized the council’s commitment to minimal disruption and transparent communication.
“These investigations are an important part of the planning process and will help us better understand the ground conditions for any future development,” stated Cllr Mehmet. “I want to reassure residents that this is not the start of construction work. We are also in contact with Tonbridge Historical Society about the investigations.”
While planning permission for the proposed development was approved by councillors in July, the project remains subject to a final decision by Full Council on 20 October, when members of Tonbridge and Malling Borough Council will vote to ratify the construction scheme. If approved, full construction is expected to follow, bringing the modern community landmark closer to reality.
